Organized groups of people who braid:

The Braid Society promotes study of kumihimo as well as many other braid, band, and cord making techniques such as inkle weaving, sprang, finger weaving, and many more. They also host a mailing list that is open for anyone to join.
Complex Weavers have a kumihimo study group
Handweavers Guild of America - like many other fibre and textile groups often do braiding as well.
rec.crafts.textiles.yarn on usenet (also available through Google) periodically talks about braiding.
FiberArt.Net hosts a kumihimo mailing list
